RPE Belmont 2024 LLC, a developer from Utah, plans to seek a rezoning of one of two parcels of land on the upper end of Plentiful Creek to develop 16 waterfront lots. Under the current zoning designations for both parcels of land the yield of "by right" lots able to be subdivided is 16. The developer desires to subdivide the smaller of the two the parcels into 16 waterfront lots, while donating most of the other parcel to the County to be added to Jett Park.
The application appears to be in pre-application phase with Spotsylvania Community Development, and County representatives on hand for the meeting stated that this will require a Public Hearing at the Planning Commission and the Board of Supervisors, and will likely take many months to work its way through the process. We will provide pertinent information here during this process. The map on the right depicts the area of the lake where the development is being considered.

In a Community meeting held on Monday, February 10, 2025 at the Belmont Community center, Gary Griffith, who is teaming up with the developer, presented the plan and received feedback from the community.
The development will utilize parcels 55-A-9 (30.03 acres) which abuts Jett Park to the north, and 55-A-38 (26.15 acres) and will require that parcel 55-A-38 be rezoned from Resort Agricultural to Resort Residential. The developer plans to donate via a Proffer approximately 30 acres of 55-A-9 to the County to be added to Jett Park. the remaining 6 acres or so will be used for construction of a road that provides access to the waterfront community. I presume that the developer will utilize a PRR zoning designation to take advantage of the Lakeside exception to the 2 acres per lot designation in this rural part of the County. This designation will permit the developer to place houses on as little as one acre of land at the waterfront. This is a designation that LACA would like to see changed in the upcoming amendments to the Countys ordinances.
During the meeting attendees asked questions about the depth of the water, the need for a no-wake zone in this part of the creek after construction of another 16 boathouses, wetlands encroachment, and the like. Mr. Griffith indicated that all of these questions will be addressed as the process moves forward.
