Stacey T. Brown
Boating Division Director
Virginia Department of Wildlife Resources
Stacey has worked for the Virginia Department of Wildlife Resources for 17 years, serving as Boating Safety Manager before being appointed Boating Division Director in 2023. She oversees the administration of the agency’s boating programs, including outreach and education, waterway management, and boat titling and registration.
Stacey holds a bachelor’s degree in environmental science from the University of Virginia and a master’s degree in urban and regional planning from Virginia Commonwealth University.
Sarah Marshall
Director, Strategic Outreach & Stakeholder Engagement
Dominion Energy

Sarah began her career with Dominion Energy at North Anna Power Station, supporting nuclear operations. She has spent much of her career in government affairs, supporting the company’s state and local policy priorities and permitting efforts for existing and new power-generation facilities throughout the Commonwealth. In her current role, Sarah manages Dominion Energy’s strategic outreach for capital projects, with a focus on new generation facilities that support a just energy transition.
Sarah earned a bachelor’s degree in political science from James Madison University and a Master of Public Administration from Clemson University. She lives on a farm in Louisa County, where she grew up, with her husband and their three working dogs. In her free time, she enjoys traveling and spending time outdoors with her dog, “Nubb.”
